Good on you crapeeeman. I've reported offenders as well over the hears but, my method is a bit less confrontational I guess.
I "report without dialogue".
I didn't see the point as in my most of my cases as they knew they were offenders by the sheer number of fish (bass) in those 5 x 5 gallon pails so talking to them would quickly inflame the situation.
IMO, absolutely no question you did the right thing. These "pouchers" need to know the rules need to be followed. Large financial penalties work!

You did the right thing CM….like you said, most people would thank you for pointing out the regulations because they didn’t know and don’t want to break the law. This guy obviously didn’t care. Hopefully he will think twice before breaking the law next time.
