The Upper Niagara has lots of spots to fish from shore. Check out the shoreline in Fort Erie, there's always someone fishing from shore or wading.

Anywhere between Port Dalhousie and the Whirlpool. I've had Niagara Glen and Pebbly Beach recommended by a few folks. I'll probably make a few stops...

Peters doen't open till 9 am or so.....

if near Fort erie.then I would look for Dominion bait.
