> Merc 60hp CT missing hose ?

Looking at my 60 4 stroke merc command thrust motor today and just curious if they maybe forgot to connect a hose. The bottom hose sucks in the air to the motor . I was out today and it was disconnected somehow in my motor was revving very high at idle . Quick check and I noticed the bottom hose became disconnected to the 90° rubber elbow that leads to the motor . I Simplii reconnected everything was fine but I’m wondering about the top part. Take a look at the pictures! is this normal?

Attached is a page out of a manual I found online which shows the open hose connection so I believe that is normal. Online parts web sites call it a solenoid valve and it is part of the intake manifold parts diagram. Looks like for whatever reason when the solenoid is actuated it is bringing air from inside the cowl into the intake manifold.
