So to recap:
Rule #1 - if there's a machine outside the hut, it's occupied. Stay away. Rule #2 - if there's a tank outside the hut but no machines, it's occupied. Stay away. Rule #3 - if there's a hut on the ice, it may be occupied. Stay away. Rule #4 - if there's a hut on the ice with no signs of life and you absolutely can't fish anywhere else on the massive body of water running for kms in all directions, go knock on the door: -- if there is an answer they will probably tell you to stay away, and -- if there is no answer the common etiquette is, you guessed it, stay away, because for all you know just as soon as your set-up the hut owner will arrive and ask you to stay away.

All these rules too complicated?
Let's simplify:
stay away from other anglers and huts.
I do agree with this for sure.
It can get complicated on cooks bay when you are on a hot bite for a couple of days with no one around you and suddenly one day a hut operator moves all his huts around you. The next day you go back and the hut operator tells you to move as his huts are there. Yet the day before you watched that person move all his huts to encircle you.
